This paper will develop a critical awareness in students of the historical context, institutions and actors that constitute the sphere of Social Policy in New Zealand. While some reference will be made to overseas developments the focus will be strongly on New Zealand. Special attention will be given to the interplay of class, gender and ethnicity that underpinned the development of contemporary Social Policy.

This paper will be taught through a series of face to face lectures and on-line tutorials (timing to be arranged). The face to face lectures will be recorded and these will form the basis of the NET paper. People from both NET and face to face lectures are welcome at the tutorials.

The timing of on-line tutorials will be finalized in the first week of the course
